Background
Botswana's tax authority was operating on a legacy mainframe system from the 1990s. Taxpayer registration required in-person visits, e-filing was limited to large corporations, and SME compliance rates were below 40%. BURS needed a modern platform to broaden the tax base.

Prime contractor. Local subcontractor (Micros Botswana) handled change management and training of BURS staff.
Scope of Work
- Designed and deployed a cloud-native taxpayer registration portal with OCR-enabled document upload.
- Built an e-filing module supporting income tax, VAT, and withholding tax returns with pre-populated fields.
- Integrated with Botswana's banking sector for real-time tax payment processing via card, bank transfer, and mobile money.
- Developed an analytics dashboard for BURS auditors with risk-scoring algorithms.
- Implemented a taxpayer-facing mobile app with push notifications for deadlines and dispute tracking.
- Migrated 340,000 legacy taxpayer records with data cleansing and deduplication.
Outcome
- Platform launched November 2022.
- SME tax registration increased by 34%.
- E-filing adoption rose from 18% to 61%.
- Revenue collection improved by $47M (8.2% year-over-year).
