01 Botswana 2022 Completed Implementation

BURS Digital Taxpayer Registration & e-Filing Platform

Client

Botswana Unified Revenue Service (BURS), Ministry of Finance and Economic Development

Background

Botswana's tax authority was operating on a legacy mainframe system from the 1990s. Taxpayer registration required in-person visits, e-filing was limited to large corporations, and SME compliance rates were below 40%. BURS needed a modern platform to broaden the tax base.

LITE Role

Prime contractor. Local subcontractor (Micros Botswana) handled change management and training of BURS staff.

Scope of Work

  • Designed and deployed a cloud-native taxpayer registration portal with OCR-enabled document upload.
  • Built an e-filing module supporting income tax, VAT, and withholding tax returns with pre-populated fields.
  • Integrated with Botswana's banking sector for real-time tax payment processing via card, bank transfer, and mobile money.
  • Developed an analytics dashboard for BURS auditors with risk-scoring algorithms.
  • Implemented a taxpayer-facing mobile app with push notifications for deadlines and dispute tracking.
  • Migrated 340,000 legacy taxpayer records with data cleansing and deduplication.

Outcome

  • Platform launched November 2022.
  • SME tax registration increased by 34%.
  • E-filing adoption rose from 18% to 61%.
  • Revenue collection improved by $47M (8.2% year-over-year).
  • Processing time for routine registrations dropped from 14 days to 48 hours.

02 Rwanda 2023 Proof-of-Concept Partnership

National ID Digital Wallet & e-KYC Integration Pilot

Client

Rwanda Development Board (RDB) and National Identification Agency (NIDA)

Background

Rwanda sought to extend its national ID system into a privacy-preserving digital wallet for citizens, enabling e-KYC for banking, mobile money, and government services without requiring physical ID cards.

LITE Role

Technical design lead. Partnered with a local Kigali-based fintech (AC Group Ltd.) for mobile app development and field deployment logistics.

Scope of Work

  • Designed a mobile-first digital ID wallet architecture using W3C Verifiable Credentials standards, with offline verification capability.
  • Built a secure API gateway connecting the digital wallet to NIDA's biometric database (AFIS) and the Irembo platform.
  • Developed a consent management framework allowing citizens to granularly control data sharing with service providers.
  • Implemented liveness detection and facial biometric matching, achieving 99.2% accuracy in field tests.
  • Conducted usability testing with 1,200 citizens across Kigali, Musanze, and Rubavu districts.
  • Delivered a regulatory gap analysis with 23 specific compliance recommendations.

Outcome

  • POC demonstrated to the Rwandan Cabinet in October 2023.
  • Selective disclosure and offline verification incorporated into the national digital wallet specification (2024).
  • Positioned LITE as a referenced vendor in NIDA's subsequent $4.2M procurement.

03 Namibia 2024 Pilot / Discovery Assessment

Biometric Birth Registration Pilot

Client

Ministry of Home Affairs, Immigration, Safety and Security (MHAISS), Government of Namibia

Background

Namibia has a significant rural and nomadic population, particularly in the Kunene and Omaheke regions, where birth registration rates were below 55%. The government needed a pilot to test whether mobile biometric registration could close this gap.

LITE Role

Lead technical consultant. Worked alongside Paratus Namibia for connectivity solutions and GIZ for community engagement funding.

Scope of Work

  • Conducted a baseline assessment of Namibia's civil registration infrastructure, identifying 14 critical gaps.
  • Designed a ruggedized mobile registration kit (solar-powered tablet, fingerprint scanner, thermal printer) for off-grid communities.
  • Built a lightweight offline-first registration application with automatic sync and conflict resolution.
  • Integrated infant fingerprint capture and maternal facial biometric linkage to prevent duplicate registrations.
  • Trained 28 Ministry field officers and 15 community health workers on biometric capture and data privacy.
  • Produced a scale-up feasibility study with a 3-year implementation roadmap.

Outcome

  • 3,847 births registered during the pilot across 12 remote communities.
  • Ministry adopted LITE's infrastructure gap analysis as the basis for its 2025 budget request.
  • Biometric deduplication engine flagged 127 suspected duplicate records in the legacy database.
  • Follow-on national implementation tender expected Q2 2026.

04 Lesotho 2024 Discovery Assessment

e-Health Patient Identity & Medical Records Linkage System

Client

Ministry of Health, Kingdom of Lesotho

Background

Lesotho's health system operates across a fragmented landscape of paper-based records at 186 health facilities, with no unified patient identifier. This leads to duplicate records, medication errors, and inability to track chronic disease management across facilities.

LITE Role

Sole technical consultant. Funded through the World Bank's Lesotho Health System Improvement Project.

Scope of Work

  • Mapped patient registration workflows across 8 representative facilities (urban hospitals, rural clinics, mountain health posts).
  • Assessed feasibility of linking national ID with health records via a privacy-preserving patient matching algorithm.
  • Evaluated three biometric modalities (fingerprint, iris, facial recognition) for suitability in high-altitude, cold-climate conditions.
  • Designed a federated health records architecture allowing facilities to query patient history without centralizing all data.
  • Produced a data governance framework addressing patient consent, access controls, and cross-border data sharing with South African hospitals.
  • Delivered a 120-page assessment report with procurement specifications and a phased 4-year implementation plan.

Outcome

  • Assessment accepted by the Ministry of Health and the World Bank in June 2024.
  • Federated architecture and iris-biometric fallback incorporated into the $12M national health information system tender (Q1 2025).
  • LITE invited to bid on implementation but declined due to capacity, maintaining a referenceable advisory role.

05 Rwanda 2025 Completed Implementation

National Data Center Modernization & Sovereign Cloud

Client

Rwanda Information Society Authority (RISA), Ministry of ICT and Innovation

Background

Rwanda's primary government data center was aging, with single-point-of-failure risks and no in-country disaster recovery. The government wanted to establish a sovereign cloud capability to host sensitive citizen data domestically while meeting international security standards.

LITE Role

Prime contractor. Local partner (Rwanda IT Services Ltd.) handled civil works, rack installation, and local logistics.

Scope of Work

  • Conducted a full infrastructure audit of the existing RISA data center covering power, cooling, networking, and physical security.
  • Designed a tier-III equivalent architecture with N+1 redundancy and a secondary DR site in Musanze.
  • Specified and procured HSM clusters, next-generation firewalls, software-defined networking, and hyperconverged infrastructure.
  • Built the sovereign cloud platform on OpenStack with Kubernetes orchestration, meeting ISO 27001 and Tier III standards.
  • Implemented zero-trust network architecture with micro-segmentation for 34 government agencies.
  • Migrated 12 critical government systems including Irembo, e-procurement, and the national ID backend with zero unplanned downtime.
  • Trained 18 RISA engineers on platform administration, patch management, and incident response.

Outcome

  • System went live November 2025.
  • Government service availability improved from 94.5% to 99.97%.
  • 100% of citizen biometric and tax data remains within Rwanda's jurisdiction.
  • Musanze DR site achieved 4-hour RTO and 15-minute RPO.
  • 40% reduction in annual cloud hosting costs versus international hybrid cloud providers.

06 Rwanda 2026 Proof-of-Concept Partnership

AI-Powered Citizen Service Desk & Predictive Governance Analytics

Client

Office of the Prime Minister, Rwanda, in coordination with the Rwanda Governance Board

Background

Rwanda wanted to reduce the volume of routine citizen inquiries flooding government call centers and physical service desks. They also wanted to identify governance bottlenecks proactively by analyzing patterns in citizen complaints before they escalated into public issues.

LITE Role

Lead AI and platform architect. Partnered with Digital Umuganda for Kinyarwanda language model fine-tuning and low-resource language optimization.

Scope of Work

  • Developed "Umutoni," an AI conversational agent integrated with WhatsApp, Telegram, and a responsive web portal, handling queries in Kinyarwanda, English, and French.
  • Trained a domain-specific language model on Rwanda's legal code, administrative procedures, and five years of anonymized Irembo service request data.
  • Built a natural language understanding pipeline achieving 91% intent recognition accuracy for common queries.
  • Implemented an escalation protocol routing complex cases to human agents with full conversation context and citizen authentication.
  • Developed a predictive analytics module analyzing complaint trends to flag emerging service delivery issues.
  • Integrated with Rwanda's national ID system for secure citizen authentication via OAuth 2.0 and mutual TLS.
  • Conducted A/B testing with 8,500 citizens across Kigali and Huye districts.

Outcome

  • POC concluded April 2026.
  • Umutoni handled 74% of incoming queries without human intervention.
  • Average response time reduced from 4.2 hours to 18 seconds.
  • Predictive module identified a systemic processing delay three weeks before it became a visible public complaint trend.
  • Rwanda Governance Board approved a $2.8M budget for national rollout in Q3 2026, with LITE named as preferred technical partner.
